There is a puzzle in this location involving the movable bookcases on the north side of the room. You need to acquire the Mechanic Jack Handle in order to lower the central bookcase onto its rails. Once done, you can then move the bookcases into position to form a bridge for the walkway above, allowing you to access the Main Hall 3F.
