This tool is used in the following locations:
- Used on the south platform in the Lower Waterway leading to the Workroom Lift.
- Used in the northern section of the Bottom Waterway Overpass to gain access to the rest of the passage.
- Used on the east side of the Bottom Waterway Overpass to gain access to the midsection.
- Used in the Secret Room of the Underground Facility to open up access back to the Police Station Main Hall.
