This gear is used within the Police Station's Clock Tower and serves two purposes. You must first use it on the mechanism in the north east corner of the tower to lower the staircase leading to the upper section. Then you must detach it from this mechanism, ascend the stairs and use it on the mechanism at the top. Using this gear in conjunction with the Small Gear will activate the bell mechanism.
