If you pushed Nemesis off the bridge outside the factory then you need to use this key is open the door in the Entry Corridor of the Dead Factory to access the Control Room. If you did not push Nemesis off the bridge then this key in its initial state does not unlock any doors.
You can modify the plastic card attached to this key using the machine in the corner of the Water Control Room. This will radiate the plastic card, converting this into the Coded Facility Key.
