He created a faction of younger individuals, people whom apparently worshipped him, and used this group to infiltrate Umbrella facilities to steam samples of the T-Virus. It was also this group that secured the cruiser known as The Spencer Rain, at which point Morpheus betrayed them and used them as the subjects for his experiments.
