This area becomes accessible once you have placed all five of the gemstone plates into the fountain in the Main Hall. Once this has been achieved and the cut-scene showing the officer leaving via the secret tunnel has been shown, the computer in the Main Hall is available for use. Use the computer to open the shutter in the underground parking garage for a short period of time.
